Both CTRL keys malfunction

Hello,
My pc is registering as if both my ctrl keys are bein pressed constantly making it impossible to do anything on the pc. (thankfully i got an ipod).
First thing i tried was unplugging it and restarting he pc and it didnt work. The problem persists even if i change keyboard or i dont use one a all, the on screen key oard still shows the keys being pressed with no key oard plugged i to the pc. I tried restoring, and it didnt work. The weird thing i notice is that when i move the mouse the ctrl keys stop being pressed. So i figure its a problem with the pc maybe mixing the signals up? Anyone knows how to fix this?

after more testing, the ctrl keys are certainly linked to the mouse somehow. if i leave the mouse idle then the ctrl keys will be on, if i move the mouse thn the keys will noy be pressed. don't know whats causing this or how to fix this
