Faster OS Drive?

I have been reading quite a bit about random access time vs throughput for OS drives but I am still unable to come up with a decision.
Right now I am using a very old WD740GD-00FLC0 raptor from around 04'/05' as my OS drive. I'm not concerned about SSD right now as I'm strapped for cash ATM =(.

I'm wondering which of these drives would be faster in terms of Win 7 x64 ultimate boot times:

GTX 570 @ 786/2100
6GB DDR3 1600 @ 8-8-8-24 1334.6 MHz

The Raptor will be the faster at boot times with access times basically twice as fast (8 ms vs 14 ms). You won't receive any benefits from the SATA 6.0 Gb/s Seagate drive.

Best solution

The Seagate may be the overall faster drive, with it's read rates, but when you are speaking "boot times", "access time" is more important than "average read rate". This is why SSD's are so quick at loading, since they are around 0.1 ms access times (roughly 100 times faster).
