CM Hyper 212 Evo push/pull config

I recently bought a 212 EVO and then purchased a coolermaster sickleflow fan as well

the stock fan is rated at 83 CFM and the sickle fan is rated at 70 CFM

should the stronger stock fan push or pull?

Stronger fan should push. You want as much air moving into the cooler as possible, as more air particles means more heat transfer means better cooling.
