Newwer replacement for radeon 9100 128m?

Hello,

My brother has an older computer. It has an abit IS7 motherboard with p4 processor. He just replaced his cpu fan for 16 dollars, but also discovered that his video card fan does not work on his Radeon 9100 card. He asked me to look into what his options are for replacing the card. He hopes to receive a newer computer within a few months, so this needs to be a very cheap replacement, if it is even worth it.

I am not as familiar with the abit motherboard or the video card. It looks like the motherboard has an AGP slot 4x/8x AGP Pro 50 (0.8/1.5v). I am not sure how high his power supply is.

He uses the computer for massive art and design programs as he likes to work in graphic design, but I don't have a list of those yet.

We are essentially looking for anything that matches or is better than the old Radeon, that still sells at Newegg or Amazon. Price wise, as cheap as possible, but no higher than 45 dollars.
