Install Radeon hd 4650

I just installed Radeon HD 4650 on my Dell 530s and now I can't play anything. When I installed the drivers from the cd it didn't ask me any question

Do a clean install. Make sure the BIOS checks external GPU before onboard graphics selected. Download the drivers from a website (it will work with normal use without it).

By clean install he means re-install windows. Very hard to diagnose hardware issues with an old, bloated, OS running. If it still doesn't work after re-install of windows and drivers (from ATI website) then return the card for exchange.
