I have a very novice question that even though iv looked on other forums some how im not getting one answer. For example if you had a 2.5ghz duel core does each core run at 2.5+- or is the 2.5ghz a indication of there combined power.

2.5GHz is the speed which each core runs at. All cpus are rated in this way. The only cpus with cores which can run at different speeds are cpus with Intels Turboboost technology(or AMDs equivalent technology)
Hope This Helps
