lapping refers to removing the heatsink and sanding down the heatsink/chip heat spreader so they are perfectly smooth and flat so you get better contact between them and better cooling.
that being said I don't have a clue on doing it to a GPU. I certainly wouldn't do it. CPUs are easier

OH ok thanks, but why would someone want to do that though?
To minimize the microscopic pits and bumps on the surface of the heatsink. If done by hand, it's an exercize in futility and can do more harm than good. Use heat sink compound an be happy.
