Computer only works in safe mode after fresh install

Dell optiplex gx280 was working fine for couple years until the other day it was freezing at the windows screen with purple dots running across. When it freezes sometimes the CPU fan goes full speed. When ran in safe mode everything works fine, so i decided to do a fresh install which kept getting hung up with 35min remaining, after disabling everything i could in bios and running it in OS mode and after a few attempts i finally managed to get windows installed, but it still hangs up in normal mode but works in safe mode. Did some testing and found out that one stick of ram was throwing errors so that is taken care of now, but still nothing. I've tried running mini xp, and ubuntu off CD's but nothing the only thing that runs is Safe Mode.
Could that bad RAM have possibly tweaked the Mobo?
Any Ideas at all are greatly appreciated, Thanks

check the capacitors on your motherboard. GX270/gx280 's were known to have capacitors that blew after a couple of years.
