Change homepage locked out setting.

I need to change homepage locked out setting. The homepage change is Grayed Out. I am the system administrator wanting to know how to fix. A downloaded program locked this from being able to change. The program was remover, but problem is still there. Thank You

Scan your system for viruses first, then either
-- google the program that hijacked your browser to find which registry keys contain the lock, and edit/delete them, or
-- post the program name that did the hijacking and an post it here - maybe someone knows or can find the registry values to change/delete.
