Hard to beat the Seagate 500 GB SATA III drive at under $40... but don't be fooled with the SATA III tag, as it won't run near those speeds. It is a perfect SATA II drive at it's price range.

Seagate has a bad taste in most people's mouth do to the issues with their 7200.11 drives. They have seemed to improve with the 7200.12 & newer drives. I would recommend the Samsung Spinpoint F3 1TB but it is out of your price range
