Why wont my laptop turn off when connected to AC

Toshiba laptop with XP installed will not shut down with AC power plugged in like it used to. Will shut down if AC unplugged then Start, Turn Off sequence clicked both times. It used to power down on battery or with AC adapter installed. Some config issue?

Try Windows restore to date prior to when this began happening.

Too much has been added since computer started acting up on turn off. I worked around the problem by pulling the AC plug and then on battery power shut it down. It's getting irritating though and I figured it was a configuration problem--just don't know if I hit some wrong keys or........
