Overclocking i5 650(3.2 ghz)

My system info:-
Intel i5 650 @ 3.2 ghz
GTX 560
6gb ram
silverstone strider 500w

My cpu is bottlenecking the card in battlefield 3 and skyrim, i get random fps drops. I want to overlock my cpu to get rid of these fps drops.
Will it be safer to overclock it and to what?can i overclock it to 4.0 ghz?I am a noob at overclocking, so do tell me how do i do that step by step with the proper voltage. And yea, i don't have any cooler, using the normal stock fan.
 
I've seen people get 4GHZ on these and high end cpus for this platform just fine on stock cooling. Some people have managed although with the K version up to 5ghz on air. If you are not that interested in overclocking then I suggest a true quad core.
