I was wondering what the lowest-end graphics cards are that can smoothly run Blu Ray (ex. Radeon 4650?)? I have little interest in 3D gaming, but I do plan to play Blu Rays.

Keep in mind when I say smoothly, I mean no hiccups or skipping or anything, but perfectly smooth playback.

With the idea that you might game a bit in mind then i think a 4650 would be a good choice. With a HD4650 it offloads a lot of the CPU work as it is designed to do just that hence the HD prefix on the cards. That being said you do need to consider the CPU. If you were to get skipping at all it would most probably be a weak CPU that caused it. As long as your rig is fairly new with 2gb of ram and say a core2 or equivilant of some kind (not a P4) then you should be good to go.

Even has a built in HDMI port :P I wouldnt recommend it for gaming though. If you game a tiny bit then go for the 4650 like you said.
ATI is superior at video quality than Nvidia.

anything with hdcp support would work fine. Most of the caculations are done with the cpu not the gpu for movies.

actually, HD can be played with a low end sempron and on board AMD chipset (780G with HD3200)
