what is open gl graphics card and what are the use of this type of card?

Open GL is not a graphics card, it encompasses a specification and an API. Just like DirectX.

OpenGL
API -Application programming interface

Almost every graphics card today has support for Direct X and OpenGL, it is a question of what the hardware manufacturer has implemented. As not everyone is able to add all of the hardware functionality required.

And for the second part of your question (this uses), its used by professional 3d (architecture programs etc...) applications a lot and by some games.

For example: Anything made by ID Software (Doom3) uses OpenGL, as does a lot of third party studios.
