Need Active X to do Windows XP updates

I am unable to open options to download active x in ms update center because there is a note above on a yellow line that says (your security settings is not allowing it) I change my settings in the internet options, all to default, still did not work.

Download DirectX 10 for Windows XP. Read the article for instructions and download links. Since Directx10 is not available for XP yet, there is a DirectX 10 RC 2 Pre Fix 3 installer patch to have DirecX 10 on your XP machine... so read the instructions if you want to install this version.
