?? You don't need special drivers for an external hard drive in XP. What particular problem are you having? Is "external" USB or the much rarer eSata?

As WyomingKnott says, you don't need a third party driver for a USB mass storage device. However, if the device has special features, such as one-touch backup, or programmable activity LEDs, then you will need Maxtor/Seagate software and/or drivers to be able to use them. That said, the Maxtor Personal Storage 3200 User Guide states that setup under Windows XP is basically plug-in and go.

the computer doesn't find the HD on its own and when i go to device manager it says there is a Error Code 10.

Does the drive work with any other machine?

Does any other USB device work when plugged into that same port?

My first guess is that one or the other (external drive/case or USB port) has an issue.
