Hi.

That's a feature in your CPU that drops the frequency of the CPU for save power and reduce temps when your rig is on idle. You can disable it in the BIOS.

AMD = Cool'n'Quite
Intel = SpeedStep

That's the name of the features in both, Intel and AMD

I think i found the issue, It's still throttling back to 1200mhz but less often. What i did was lower voltage from 1.40 to 1.35 and only overclocked my cpu to 3.6 instead of 3.7, it seems like when it reaches a certain temperature 37c-39c. I wish it woulden't throttle at all but it's doing it alot less now with prime95. I Could always lower the voltage more but i dont know how much my voltage needs for 3.6 overclock the default voltage for 2.8 stock is 1.248
