Cursor not moving on desktop

Hello,
My Windows XP (SP3) boots and opens to the desktop but the cursor is frozen. The mouse is connected and on because it works in utility mode, but not in Windows. How can I get my mouse to work in Windows mode?

Tried a different mouse, or mouse type PS/2 or USB ?
What exactly is utility mode you refer to ?
Does it work if you boot into safe mode ?

It's not the mouse.
The utility mode is the Dell utility for the various hardware accessories.
Does not work in any Windows mode, safe or not.
