Weird multiplier problem

Okay so i set my multiplier to 45 in bios but cpu -z only shows 41 while running prime95 is there any way to fix this i was running fine on 4.5ghz this morning i tried x46 but its still limited to 41 limited to 4.2ghz in core temp

yea i cant disable speedstep and change multipliers
