networking ok in safe mode, fails on normal boot

Performed an upgrade in-place from Win98 to XP SP1.

Networking worked fine in 98. No errors or problems found relating to
networking when Upgrade Advisor ran.
I can see local machines in My Network Places, but cannot browse the
Web or reach any Internet locations when I boot normally.

BUT when I start the system in Safe Mode with Networking, all
networking works just fine. The connection and cable and NIC are
good. I'm not sure how to compare what is loaded with Safe Boot from
what is loaded in a Normal boot.
help?

Anti-virus, Firewall filter drivers are the normal causes. Perhaps posting this in the Networking_Web newsgroup would help!
