Is OCing needed for these games?

The games I plan to play are Runescape, all Emulators that are functional (like DS, PS2, etc), some PC Games like Half-Life, Counter-Strike, MW1 and 2?

Depends on the age and speed of your hardware.

Fairly fast modern hardware should have no problems.
