Depends entirely on what cache you're talking about - computers use lots of caches. The caches that are in hardware (such as the CPU and hard drive caches) can't be changed. The ones in software (such as the unused memory that Windows uses for caching files) can be.

I think it would be generally assumed that he was referring to the small amounts of static ram built into a cpu.

Actually, there is a sort of a choice with the CPU cache - it can be disabled. So your choices are 0 or whatever the physical cache size is...

I think it cannot be changed!
