PARTS PREFERENCES: Intel CPU only (I am Oregon native and therefore support Intel). I also prefer ATI GPUs.
OVERCLOCKING: Minimal
Multi-GPU: Would rather not (increases need for more expensive mobo, case, and PSU)
MONITOR RESOLUTION: 1680x1050 (22" 120hz LCD)
ADDITIONAL COMMENTS: I am a cautious overclocker (10% with stock cooler is perfectly acceptable for me). The case does not need to be sexy, just needs to be black with front ports not on the bottom. PSU does not need to be beefy, 400W should be fine, and enough SATA power cables for 5 SATA devices. The primary use for this machine will be games like TF2 and future games of the like, on a 22" 120hz LCD. Emphasis is on high average FPS @ 1680x1050 with whatever visual quality possible.
Where did you get the 400W figure? If you configure your PSU to the max draw, you will be disappointed.
Ideally, you want to have a max load around 60% of the capacity of the PSU. Additionally, there are other more important considerations, such as amperage on the 12V rail(s).
Thanks for the responses. I'm so used to using cheap PSUs that happen to meet my needs, that paying anything over $100 for case+PSU just seems like highway robbery. But that is just because I am used to cheap cases and PSUs.
How much better is the 4890 compared to the 4850? My current machine, which I will be giving to my brother, has a 4850 (with E6400 CPU).

Try that combo down below. It's perfect for your resolution. That vid card is in between the 4850 and the 4890. A lot better than the 4850 imo.
Nothing like spending several hundred on nice parts and then plugging them all into a cheap ass PSU. I just love it when my case has smoke billowing out of it.
