Concerning memory selection for a workstation, with the cost being the same or about the same, is it better to have a higher clock speed and slower timing or a slower clock speed and faster timing?

The details are
DDR3 1066 CL7 7-7-7-20 (ECC Registered)
DDR3 1333 CL9 9-9-9-24 (ECC Registered)
The CPU has a listed max memory speed of 800Mhz (E5504)
Single or Dual rank can be used for all the slots

Of those two the CL7 will be faster. If you were talking about CL7 and CL8 at those speeds, then the difference would be less clear but probably still the CL7.

This is the sort of thing that is only going to show up in synthetic benchmarks or very long memory-intensive tasks... for instance if your workstation was converting very large media files.
