PCIe x16 running at x4 can i change?

Hello all. I own a GA-P55-UD3L Gigabyte motherboard. I bought a gtx 260 and was just going through the standard driver updates when i remembered i wanted to update my BIOS. So i noticed that my Specs say 1- PCI express x16(running at x4). ( http://www.newegg.com/Product/Product.aspx?Item=N82E168... ) Now my question is A.) Is my PCI slot bottlenecking my gpu and B.) can i make my pci perform as a x16 if it isnt already or somehow change something to work to its fullest potential.

4gb ddr3 1333 ram
artic cooler pro heatsink
700w psu
a c 92 V Motherboard

Which slot do you have it in? The video card should be in the top slot, closest to the CPU. The other slot is 16x physical, but only 4x electrical. You don't want any GPU in there.
