Kernel Mode Not Working?

I recently downloaded ATITools, and when I launched the program I get the warning: "Kernel Mode Driver does not seem to be running". I'm not sure what the problem is or if there is a problem, but I was wondering if someone can tell me a way I can find out if my Kernel is indeed broken.

I thought I had the correct drivers. This happened again when I tried to run the AMD GPU tool. Here are the specs for my card/driver, If you need anything else please let me know. I have been looking elsewhere for answers, but have not come across any.

Also, does this kernel mode problem have an effect on the efficiency of my computer / gpu? Why can these programs not run properly without kernel mode working?

Also, why can I not find a simple way to fix this problem? Is something hardware related faulty? Kernel mode is run through the OS or processor?

I swore I had downloaded that package already, but I went ahead and uninstalled/reinstalled the catalyst software and the same problem persists; "Could not load kernel driver" then "error loading the device driver".

Where can I see what version my driver is? Which line is it in the dxdiag that I posted? Here is the new dxdiag (after uninstall/reinstall)

Ok do this:
*****get rid of DX11. It's a tech preview and not meant to be used yet unless you are a dev. Get DX9/10. I think this was your problem in the first place.****

1. DL the Cat 9.9.

2. Un install the current graphics drivers.

3. Re boot and run this: http://downloads.guru3d.com/Guru3D---Driver-Sweeper-%28Setup%29_d1655.html
(Note: Boot in to SafeMode and run for best performance)

4. Install the new Cat 9.9 and DX10/9.
