Does anyone have experience of outputting from VGA to PAL TV (SD 720x576). Is it just the case of getting something like the below, and setting output to 720x576 @ 60hz

This "adapter" is really just a way to convert from one plug pin configuration to another. It is not an active circuit to massage the electrical signals. It depends on having a video card with those required signals already present on pins in the card's VGA output connector - pins that are NOT normally used for VGA purposes. So you have to be using a video output card that can provide the signals you want. You have to read the card's specs and manual - some can produce VGA AND NTSC Composite Video AND PAL video, depending on how they are set. Some cannot. This adapter won't give you something your card cannot give. But it will let you hook up an S-video or Composite video cable to the VGA connector on the card.
