New Case Fans Don't Spin off Molex, but DO Off Mobo?

I replaced 5 stock fans in my Antec 1200 case with Thermaltake IGCS 12 fans. The Thermaltake fans I hooked to my mobo work fine, but the ones I hooked to the 4-pin molex lead from the PSU (Kingwin 1000W) don't spin. Other fans (the old Antec ones) do spin connected to that same PSU lead.

Again, the Thermaltake fans that don't spin off the molex DO spin when connected to the mobo 3-pin headers. And the molex lead DOES successfully power other fans. Any thoughts?

A quick google finds this thread as the only reference to Thermaltake IGCS 12 fans.

Never mind, you mean ISGC, the newer type of fan blade.

It would not surprise me if your Kingwin PSU was delivering out-of-spec voltages. It's a cheap PSU that should not be put into a rig you value. This would be mitigated by the voltage regulation of your board.

However, fans are fairly robust so I would suspect some other explanation. One workaround might be to run your fans through a fan controller such as:
