Computeront restart?

so restarting from bios or windows restarts my pc as it should, fans and lights come on but nothing on the screen. if i shutdown pc instead it starts up as intended.

any ideas?

What are your specs? Do you get a "POST" beep when you restart?

Possibly some kind of power management glitch. More likely, a problem with the standby circuits inside the power supply. Try swapping the PSU with a known good one of similar capacity.
