I'd throw a list together yourself and then let us tweak it. I'd look at something along the lines of a 790gx mobo and an AMD Phenom x3 720. You could use the ATI HD3300 onboard graphics which wouldn't be bad if you aren't gaming.

The build is looking pretty good!

Don't forget to check for combos. This one saves you $20:

That HD is an old model. You can get a much faster drive for just a few dollars more:

SAMSUNG Spinpoint F3 HD502HJ 500GB 7200 RPM 16MB Cache SATA 3.0Gb/s 3.5" Internal Hard Drive - OEM $49.99

I would spend a few dollars and get a DVD burner instead of just a DVD-ROM drive.

SAMSUNG Black 22X DVD+R 8X DVD+RW 16X DVD-ROM 48X CD-ROM 2MB Cache SATA DVD Burner - OEM $31.99

^+1 that is a very nice build for what he is looking for.

I'd spring for 64bit vista home premium to, it will make a nice "non-gamer" machine that should last.
