Hey there, I am very unfamiliar with hardware specs and I have an opportunity to get a what seems to be decent gaming laptop on the cheap. The graphics card,128MB Radeon 9600, is the video card inside. Can this run most modern games, such as Aion?

It would say no. The mobile 9600 is slower than the desktop version of the 9600Pro.

That card is now 6 generations old.
