Repair my hp netbook

hp netbook. intel atom 1.66 GHz 1GB Ram
win xp sp3
I power on the netbook. WinXp starts. WinXp Welcome Screen appears. Then my background appears, but no apps are available.

When I click ctrl+alt+delete, nothing happens. Task Manager does not open.

After a few minutes, my background appears. however, the keypad does not work.
I plug in mouse, and can move pointer, but when I try to type in a dialog box, nothing happens.
I open Calculator, but cannot type in numbers. Only can select them via app.
I open Notepad, but cannot type in anything.
Also not connecting to internet. This netbook was sitting unused for 6 mts and I'm trying to rescue before giving up and chucking it. In meantime we upgraded to Verizon fios, so I guess I need to work that out.

But not worth it if I cannot type.
any ideas what steps to take, or is this hardware related?

Could be hardware, could be software, sounds at least like a corrupt XP, which may point to HDD being damaged but you can start by re-installing XP fresh. Looks at least bogged down to the point of not catching up with I/O functions, depending on who used it and what was on it.
Try SAFE mode see if it acts differently. Remove any and all startup applications that are not OS or functionality related. Start - Run - type "msconfig" and <enter>, go to "Startup" tab, then go to Services click "hide microsoft..." then unclick anything not hardware related. Reboot and see.
