New motherboard shows black screen and no beep or bios

Hi i bought a new Ecs G41T-M motherboard coz my old motherboard broke and started placing all my old hardware onto the new board but now when i start the computer it gives me a black screen with no beeps can some1 please help me :-( the specs is= ECS G41T-M motherboard,1gb 800mhz and 512mb ddr2 ram,Intel Celeron D 3.3ghz 533fsb cpu,1x80gb and 1x20gb hdd,ati radeon x300 graphics card...Help wil be appreciated coz i'm goin nuts,old mobo was gigabyte ga-vm800pmc

It seems that mobo is not ok. Nothing strange if we are talking about ECS.

i just got from the computer shop where i bought it and the guy told me that the motherboard only supports 800fsb cpu minimum and i have a 533fsb cpu and that the mobo does not support my cpu...i have 250w psu and they told me that i should use a 400w psu could this be what is causing the black screen and no beeps?

It could be, yes. It has sense. 250w is very low. Maybe it hasn't power enough to turn on the computer...
On the other hand, the main problem is the cpu. Those are the supported cpus:

CPU Type: Core 2 Quad/Duo / Pentium Dual-Core / Celeron

Therefore your Pentium 4 does't match it.
