I am not one for building a system for someone... but I am down for helping refine a selection. I am sure you have some specific items in mind, would you mind listing some items you are possibly interested in and we can help you ensure they are matched well. At least start with a case, cpu, ram, gpu, etc.

You say you have a monitor, what monitor do you have? we want to know the resolution you will be using. Also, you say the best performance possible? that is to general. Performance in what? Games, video encoding, solitaire?

Alright DUDE, because this was a total challange I made an effort. Canadian prices are a bit differenct. but here you go. The hardware was just over $500 but with Vista-64bit it was about $650. I wouldn't cut much more off of this. I put in the Ahtlon II x2 chip which is their cheapest new chip. If you have an extra $100 you could up a few of these items, but I wanted to get the 4850 video card in there for sure. for $90 you could get a better mobo, and for a bit more you could get a better CPU. It would give you a little longer life. But that is totally your call. This wouldn't be that bad of a little gamer really as long as you dont have a LARGE monitor running high resolutions.
