Disk read error on toshiba laptop

how do you boot a laptop from disk read error

Replace the disk, re-install Windows. Maybe re-seating the drive can do something here but it's probably a physical issue with the disk or the board.

You can try to get the files from the drive by using it as a secondary in another system or in an external enclosure.
