Computer has trouble restarting powers on but no hard drive

Hello,
when we have a power outage im not able to restart computer it powers up but no beeps no hard dive if i keep pushing start button and off it does finially catch and things start up fine but its taking longer and longer of pushing start and off each time we have a power outage its fine if i power down properperly than it starts up ok

Try resetting your BIOS.
