Weird jittering computer problem

Hey guys,

I recently upgraded my motherboard and processor to an intel Q9650 (3GHz quad core) and an ASUS P5N-D. ever since then i have been having a really weird problem where my computer will jitter for a fraction of a second before returning to normal. it only seems to happen when watching a video a game intro or just streaming video on youtube etc. It will also jump occasionally when im playing a game but it mostly occurs most frequently in cinematics and videos.
My first thought was that something is overheating but my temperatures dont seem too abnormal:
CPU: 54-60 C
MB: 45-50 C
GPU: 59-65 C

This is really annoying as i can no longer watch anything smoothly!
my specs:
CPU: intel Q9650
GPU: club 3d nvidia 8800GTS 512MB
MB: ASUS P5N-D
RAM: 2GB DDR2

I have this same problem. I reverted to some old graphics drivers but doesn't seemed to hae helped much if at all. I find it most noticable when you make a circle movement with mouse I can see it every second or so just stop for a fraction of a second. I have Asus P5N-E SLI and Intel E8400 3GHz. I did overclock but I have it at stock for a while now, since well before this started. I have a Artic Cooling heatsink and fan on it also.
