This is an official announcement:

Henceforth, any of the things I created for the game are file-shareable.
That means e-mail and P2P only - no websites or Yahoo groups. I've done a
bit of soul-searching since the closure, and have come to the conclusion
that a lot of people still want my stuff, but I don't want to saddle any
site or group with even a part of the bandwidth that LIU used. I would hate
to be a factor in any other site's closure.

NO, I am not throwing my stuff on the public domain. Copyright for my
artwork still rests with me. This is just limited permission to copy and
distribute, which may be rescinded if the priveledge is abused (like someone
taking credit for my stuff).
