13MB transfer rate 23ms access time?

My hard drive is being somewhat sluggish, I think i may have messed with options in the bios.
I did a hd tune block size 64k benchmark and i got 13.6 mb transfer rate max being 76 minimum being 1.6, and 23ms access time.
What is the proper configuration for a sata hard drive. It is a 7200 rpm 320gb Hitachi about 3 years old.
Its really sluggish when saving small files or just opening something.
The rest of the computer is a Athlon x3 440, 2gb ram, biostar TA870+ mb. Windows 7 64 bit

Was the disk blank when you installed Win7, and did you let Win7 partition and format it? The only two things that come to my mind are 1) defective drive, and 2) not 4K aligned.

Could we see HD Tune's read benchmark graph? The minimum result of 1.6 MB/s suggests that there are large performance dips, which would in turn suggest that there may be problematic sectors.

Could we also see the SMART report under the Health tab? Look for reallocated, pending, or uncorrectable sectors.

I changed some setting in the bios that said ide>sata or something. It seems to be normal.
