Intel Processor ID Utility Shows CPU Slowdown

I have a Dell D820 with Intel Core Duo. The Utility shows teh "Expected" speed to be 1.66 ghz (which it DOES run at some of the time) but it shows a "REPORTED" speed of 0.21ghz. WOW ...big slowdown. I don't think it is heat as I have turned it off for a while and that doesn't fix it. Sometimes it will run at 1.66 for a day or so. I updated the BIOS but no avail. What's happening?

.21GHz? Thats only about a 2x multiplier on the slowest boards, so i find that unlikely. Use CPU-Z to check your CPU speed rather than the Intel Utility. If it was dropping down to a 4x multiplier i would say it was speedstep but .21 is way below 4x which is weird.
