I have a Dell C521 with a low profile case. I ordered it with a
Radeon 128MB X1300 that needs to be updated for Flight Simulator. II don't want spend a fortune but I I want a low profile card that wwill show some improvment. Any ideas or suggestions I'm dumb as dirt about graphics cards.

but check your PSU as well. the it seems that HD4650 need at least 400w psu as minimum requirement

Due to your 280w PSU, the only video card I can recommend is the HD 4650 512MB DDR2.

It is certainly not the weakest low profile video card, but certainly not the fastest. This card should consume about 30w - 35w under load.

I would suggest the 9600GT LP LP it is low power No external plug low profile. I just got 2 at best buy on clearance for 70 bucks each and just so you don't worry about power I plugged them into Dell optiplex 760 low profiles with 91watt rated supplies work just fine. I know I will get hell for that around here but dell always way under rate their power supplies so the dumb a general public does not blow up their PC's :)
