Solution
CCleaner can remove the Hotfix Uninstallers for you, otherwise try going to Run - services.msc, find Windows Installer and stop it. It restarts when needed, no worries.
Also search services for WinDvD, go to properties and set to Disabled, then stop.
Go to Run - msconfig, make sure WinDvD is not in Startup, if it is disable and/or delete.
Go to Control Panel, Add/Remove Software, uninstall WinDvD8.
