I have an old case with all the cables to connect to the board except for the reset cable. Is it normal not to have a reset cable? I was hoping something with more experience might know. Cheers.

there are some cases that didnt have a reset button, it isnt really necessary so you dont lose anything by not having it except another wire running across the case.

So when I press and hold the start button down to switch it off, is that some kind of device built in to the power button?

The start and reset buttons on a case are momentary contact switches; nothing fancy. When you press and hold the start button, it is the motherboard and bios that detects what you are doing and acts accordingly. If you wanted, you could make a reset button out of a simple doorbell pushbutton. No harm will come if you do not connect any switch to the reset pins.
