i doubt it,

Here's the specs for most computer so they work ok: (my opinion)

Pentium 2 /amd 450-550: its garbage (win 98 256 mg ram win 2000 : 512 mg ram)
Pentium 3 / amd 600+:1 gig win xp / under 512 mg: win 2000 or 98
Pentuim 4 / amd 1200 +: winxp with at least 1 gig memory

pentium 4 + amd : 1 -2 gig ram: win xp
3 gig : vista or seven

Hope it helps

A pentium II with 512mbs of ram runs windows xp sp1 no problem. If its xp sp2 it needs a pentium III 1ghz or higher so your list is a little off.

You generally get what you pay for. Spending more money doesn't necessarily mean better performance but if you buy a computer in a department store w/o knowing what's inside, expect to be disappointed.

As to the OS question, in the history of computing, upgrading to a new Microsoft OS has never made a system faster w/ two notable exceptions:

Vista -> Win7 (gain is small but measurable)
W4WGs -> NT4 (assuming adequate memory, you gained about 10%)

"Worse Upgrade Ever" title goes to W4WGs -> Win95 which resulted in an average 37% performance drop.
