can i image a hard drive to another hard drive and then replace the first hard drive with the image

Yes, but you must use a disk imaging program like Acronis True Image. It will do just what you are asking, and it is very straight forward and easy to follow.

If one of your drives is a Western digital drive then the Western digital web site offers a free copy of Acronis True Image.

WD's version of Acronis for free is called Acronis True Image WD Edition, and it will make a complete clone TO a WD drive, but not to someone else's HDD unit. If your new HDD is from Seagate, equivalent software is available from their website as Seagate Disk Wizard.
