its not spinning all the way around. it looks like it tries to go once and stops,it worked B4,but now its not.

If the fan is stuck then you need a replacememt. If your card was registered within the 30 day timeframe then submit an RMA and you should be fine.

the top one does not have the 260 216 on the compatibility list and the bottom one has some issues with the ramshinks not fitting on it, i did hear some good things about this one from a friend http://www.platinummicro.com/product.asp?pf_id=CVTRAD

the AC Accelero works just fine. I installed one on a GTX 280 not long ago and I did not have any issues whatsoever....

does the accelero use psu power or the vid cards power?

It uses vid card power, just remove fan enclosure and install the new cooler. Fan connects to header on card. Make sure you have enough clearance cause the cooler is HUGE.
