My CD-ROM drive appears to be fully functional it has power (can open and close) and I can even see it in the device manager (which says its working and the drivers are up-to-date). However it is not visible under "my computer" hence any cd/dvd won't play.

Any Suggestions?

Click on start and type in compmgmt.msc in the search bar and hit enter.
In Computer Management, go to Storage - Disk Management
Check to make sure you CD-ROM drive has a drive letter. If not, right click on it and select "Change Drive Letter and Path". Click on Add and give your CD-ROM a drive letter.

Hopefully that solves your issue
