Quality PSU?

Is this a good quality PSU? It has all the features of a good PSU (80+ certified, modular, active PFC, 2x22A 12V Rails) but I've never heard of the brand before.

If not then I'll probably go with either this or this:

CORSAIR CMPSU-450VX 450W ATX12V V2.2 80 PLUS Certified Active PFC Compatible with Core i7 Power Supply - Retail

I'm willing to spend up to $70, and according to every PSU calculator I've been on only need a max of like 200W for my system. I would like it to be modular which is why I am considering the first one.

I checked several technical references. You'll be fine with the Enermax Liberty ECO 400 watt power supply. Enermax usually does very well in technical reviews. The Liberty models did a little better than some the other models.

Like any vendor in the PSU arena, Enermax has a few lines of excellent stuff (i.e. Enermax Modu82+ 625W) as well as some mediocre stuff..... I have not seen anything bad written about that PSU.
