Definitely upgrade the rest of the system, while load times may be annoying they are nothing compared to the time wasted waiting for the processor to complete its workload.
SSD is waste if you don't have a system that can make everything else move smoothly. They are high cost and the return is for load speeds primarily, but if the system can't handle all the information loaded quickly, the loading doesn't really help anyway.
