Windows xp cmos settings wrong

I am trying to re-install XP.

Problem I am having is that Windows Setup can not complete the installation due to missing files.

I can not re-start the process. When I power up PC, the setup program starts and end at the same point of problem.

How can I overide whatever setting is controlling the process and start from beginning?

Boot to the XP CD, format the hard drive, and begin the install again.
